Yes, we discussed the introduction of fees for the COS hosted preprint servers on the forum in 2020: Preprint servers face closure because of money troubles

Getting sustainable funding is part of The Principles of Open Scholarly Infrastructure, but unfortunately, it often seems to be a problem for these sorts of projects. It was interesting that the article also noted that governance of preprint services was also problematic – I didn’t expect that, but am not surprised. Setting up a good governance structure is probably at the back of the todo-list when you are building a new open science platform :smiley:
