Etienne of curatescience.org started with badges, and still do give badges. 
That’s bottom-up.
Now, he and several friends, including us from the indonesian open science team (@Dasapta_Erwin_Irawan etc.) are also working top-down by advocating for open science legislations in our respective countries.
