When I did my PhD in Australia I recall a common comment that full-fee paying foreign masters students (mostly from India and China) seemed to subsidise the tuition fees for domestic PhD students. There may have been a lot of truth to that observation, and it definitely wouldn’t be good for University finances at the moment.
