Does anyone know of a publicly accessible database of research proposals? Especially for US federal research proposals.

Open Grants is probably the easiest starting point, they have a few NSF/NIH grants. I have also been told successful R01 from the NIH can be accessed (slowly) after a confidentiality period with a freedom of information request. Not sure if NSF grants are also accessible in this way.
